BOE Meeting for January 13 BOE Meeting

1.) Employee of the Month

Background: Each month the District honor an employee of the month.  This month we honored Javier Rivera, Custodian, Encinal High School.

Fiscal Implications: None

2.) Recognition of Encinal High School Football Team NCS Division III Champions

Background: The Encinal High School football team was honored for winning the NCS Division III championship.

Fiscal Implications: None

3. Curriculum & Instruction: Strategic Instruction Model (SIM) Update

Background: Staff will presented an update on the roll out of the Strategic Instruction Model.

Fiscal Implications: None

Superintendent Goal: Goal #1 Improve student achievement.

4.) Information Regarding Technology Network Upgrades

Background: The network equipment is over five years old and failing at an alarming rate. Additionally, the existing network configuration supplied by AP&T is over 10 years old. The existing infrastructure is incapable of supporting educational technology needs. Technology Services will be soliciting bids to replace and upgrade the network using Federal E-rate funding.

Fiscal Implications: From $100,000 to $150,000 per year from the General Fund and one time costs to $25,000 to $50,000

Superintendent Goal: Goal #1 Improve student achievement.

5.) Budget Development Calendar for 2009-10

Background: The budget development calendar was adopted each year to provide a guide for preparation of the annual budget.

Fiscal Implications: None

Superintendent Goal: Goal #2 Align fiscal resources Goal #4 Attract and retain quality employees.

6.) Public Hearing - Approval of Proposed School Calendar for 2009/2010

Background: The 2009/10 school calendar has been approved membership of the Alameda Education Association. Staff is recommending the Board approved the calendar.  The Board approved the calendar on 4-1 vote.

7.) Revised District Initial Proposal for California School Employees Association (CSEA) 860 and Alameda Unified School District

Background: The District is submitting revised openers since CSEA 860 has resubmitted their openers.

Pursuant to Government Code § 3547, the Alameda Unified School District (hereafter “District”) hereby submits its initial proposals to the California School Employees Association, Chapter 860 (hereafter “CSEA”) for the successor Collective Bargaining Agreement – 2008-2011.

Article 1 – Recognition

The District proposes to clarify and update position titles/listings in the referenced appendices.

Article 2 – Organizational Security

The District proposes to change Xanthos reference to Alameda Family Services.

Article 3 – Hours And Overtime

The District proposes to revise current language to provide the District with flexibility in administering overtime, and to eliminate designations of specific custodian work hours.

Article 4 – Transfer

The District proposes to make revisions to existing language to clarify that food service workers have District-wide worksites and to clarify the process for assignment of additional hours within the Food Services Department.

Article 5 – Promotion

The District proposes to update language and streamline the promotional process consistent with law, while respecting seniority preferences.

Article 6 – Evaluation

The District proposes to revise this article to require annual evaluations for all unit members.

Article 7 – Grievance Procedures

The District proposes to eliminate the Adjustment Panel process and to include a mediation step.

Article 8 – Pay And Allowance and Article 9 – Health and Welfare Benefits

The District proposes to negotiate a fair and equitable salary/compensation agreement in light of the District’s and the State’s current fiscal situation. The District further proposes to eliminate all provisions relating to food service unit member bonus payments.

Article 11 – Vacation

The District proposes to conduct a thorough review of language to address typographical errors and to bring it in line with current practices and procedures.

Article 12 – Leaves

The District proposes to review and update language to reflect changes in law.

Article 13 – Safety

The District proposes to revise current language applicable to the Safety Committee to address disproportionate representation and to make changes to reflect changes in relevant law.

Article 16 – Discipline

The District proposes to make technical changes and update disciplinary process to provide the District with additional flexibility to address employee misconduct and performance issues.

Article 17 – Layoff and Reemployment

The District proposes to update language to reflect changes in law relative to service on affected employees of notice of layoff.

Article 19 – Contracting Out

The District proposes to eliminate this article in its entirety.

Article 20 – Term

The District proposes to revise this language to appropriate years.

In addition to the foregoing, the District proposes to undertake a thorough review and update of all referenced exhibits and appendices. The District proposes to make technical changes throughout the Agreement to eliminate/update all references to Public Employees Union Local 1.

8.) Sunshine Proposal for California School Employees Association (CSEA) 860 

Background: CSEA is submitting revised openers be submitting an entire new contract. The Board accepted the sunshine proposal.
