BOE Meeting for August 8, 2006

1. Public Appointment of Interim Special Education

Background: The former Special Education Director resigned as June 30th. An interim Special Education Director is needed. Ken Hastings replaces replaces Theresa Anderberg who left for an administrative position with the State.

The Board approved the appointment.

2. Public Appointment of Principal, Wood School

Item Type: Action (5 minutes)

Background: The former Principal of Wood Middle School resigned as June 30, 2006. The selected candidate for appointment as Principal, Wood Middle School is Angela Ehrlich replacing Val Wood who took an administrative position in the South Bay.

Angela joins Alameda Unified School District with almost 19 years of experience in education. Ms. Ehrlich as taught elementary, middle, high school and community college studetns giving her a wide range of experiecne with all levels of learnign. She the served as a middle school and high school counselor for 8 years and has recently completed her 8th year as a co-adminstrator at the secondary level (Pupil Services Coordinator and Vice Principal).

The Board approved the appointment.

3. Public Appointment of Coordinator, Student Achievement, Intervention, Assessment and Curriculum

Item Type: Action (5 minutes)

Background: The former , Student Achievement, Intervention, Assessment and Curriculum resigned in July, 2006. Leni von Blanckensee is the Superintendent choice to fill this position replacing Jane Baldi who left for an administrative position in the South Bay.

The Board approved the appointment.

4. Staff Development Report

Item Type: Information (10 minutes)

Background: Each year the California Department of Educaion provides funds to support three staff development opportinuties focused on improving instruction to improve student achievement.

There will be two staff staff development days on August 23 and August 24, 2006. One day is designated for District training and the second day is designated for school site training.

October 30, 2006 will be the third staff development day.

5. Construction Update

Item Type: Information (15 minutes)

Background: Measure C was passed in 2004.

Phase 1

Ruby Bridges School

    Buildings D, E and G ready for occupancy.

    Building A (Administration) and Building B (Multi Use) are currently behind. Building A will be ready for occupancy the week of August 7th. Building B will be ready before school starts.

    Concrete flatwork and landscaping are in progress.

    Alameda Park and Recreation park is still on schedule for school opening. Community building has been postponed.

Phase 2

Miller, Lincoln, Alameda High School, Earhart, Haight

    Lincoln Two Story has been occupied. The bride is under redesign and may not be ready. If it is not ready, we will reinstall the stairs. Science Wing, Pod 3, Pod 4 and Media Center are almost complete and will be ready for school.

    Earhart - Kindergarten, Media Center and Multi use room will be ready for occupancy when school starts. Playground has been installed.

    Haight has been significantly demolished and retrofit has begun. We have encountered some asbestos but nothing significant.

    Alameda High School has the Media Center, Office area, Clinic and six English classrooms under construction now. English classrooms will beign school year in portables.

    Miller is still in the demolition phase but October completion still looks good.

Phase 3

Paden, Otis, Edison, Washington and Lum

    Drawings have been revised due to changes in budget. Projects will bid in the fall. We are still looking at the best way to complete projects. Interim housing may be needed.

Phase 3a

Historic Alameda High School

    Retrofit under design and construction could start early Spring 2007.

6. Report on State Budget for 2006-07

Background:

Each January the Governor submits his proposed budget to the Legislature. This is the first act in the a three part play. The second act occurs in May with the May Revise and finally the third act is the actual passage of the budget. In 2006, with little drama and plenty of newly found revenues, the budget was passed before June 30th deadline.

The Board approved the AUSD 2006/07 budget at the June 27th BOE meeting.

Pursant to the provisions of Education Code 42127 the school district is make available for public review any revisions to reflect the funding made available by the passed State budget. Staff will review the revisions resulting from the passed State budget.

In addition, the revisions that were presented staff presented the impact of arbitration decision made in July, 2006. Part of the AEA contract negotiations include a clause to apply a fair share formula to 2005/06 revenues. The arbitrator ruled that the 66% applied to the new $1,200,000 generated by Measure A. In addition, the arbitrator ruled on the treatment of substitute salaries. Since the decision is retroactive to July 1, 2005, the cost of this decision will be $4,200,000 in 2006/07 and $2,100,000 a year thereafter.

7. Board Member Comments

Board Member McMahon expressed his schock and dismay regarding the arbitrator decision. For any reasonable person to conclude that the intent of the fair share clause was to create deficit spending on the District's part is beyond comprehension.
