1. Public Appointments of Director of Woodstock Child Development Center

Background: The item was pulled until there is a candidate to present.

2. Declaration of Need for Fully Qualified Educators

Background: In 1994 the Commission on Teacher Credentialing, with the approval of the Title 5 Regulations granted the right for Districts to use general waiver requests. These requests pertain to Educator Preparation and Credentialing. With new regulations Districts have the general ability to employ or assign persons who are not within the total legal authority of the Commission on Teacher Credentialing. This system allows Emergency Permits to be granted in a more expedient manner.

  • Staff Recommendation: Declare that there may be an insufficient nuber of certificated persons who meet the District's specified employment criteria (credentials) for the positions listed above. This takes effect on July 1, 2003 and expires on June 30,2004.

    3. Resolution 03-3799 Approval of Local Agreement for Child Development Services, Contract No. GCTR-3001

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide child care and development programs serving pre-school children.

    The Board approved the resolution.

    4. Resolution 03-3800 Approval of Local Agreement for Child Development Services, Contract No. GPRE-3000

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide child care and development programs serving pre-school children.

    The Board approved the resolution.

    5. Resolution 03-3801 Approval of Local Agreement for Child Development Services, Contract No. GPCF-2001

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide Child Development Center-Based programs playgrounds and to make playgrounds more accessible to chidren with disabilities.

    The Board approved the resolution.

    6. Resolution 03-3802 Approval of Local Agreement for Child Development Services, Contract No. FCAP-2001

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide child care and development programs and California School Age Families Educations (CalSAFE) serving infants and toddlers ages birth to three years.

    The Board approved the resolution.

    7. Resolution 03-3803 Approval of Local Agreement for Child Development Services, Contract No. FSCC-2002

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide child care and development programs serving school age children ages five to thirteen years.

    The Board approved the resolution.

    8. Resolution 03-3804 Approval of Local Agreement for Child Development Services, Contract No. GPRM-2001

    Background: On an annual basis, Districts and the California State Department of Education must enter into a local agreement to provide Child Development Center-Based programs.

    The Board approved the resolution.

    9. No Child Left Behind (NCLB) Adequate Yearly Progress (AYP)Report

    Background: In January 2003, the State Board of Education adopted a new definition of Adequate Yearly Progress (AYP) State of California AYP Home Page. This action represented a major change in state educational policy in response to the new federal law, No Child Left Behind. California's new definition of AYP includes four components:

    1. percent "proficient or above" on the statewide assessments
    2. participation rate of 95% for all students meeting the defined parameter
    3. improvement in API
    4. graduation rate for high school students

    Missing anyone of the possible 43 criteria (when appliable) means that the District or the school does not make AYP for that year.

    In essence, AYP is a designation not a score. Either you passed or you have failed. For 2003/04 only Title One schools are capable of being sanctioned under NCLB legislation.

    The AYP Base Report for 2003 will be released on August 15th and will be used to determine schools will be identified as a Program Improvement school. Schools are identified as Program Improvement school if they do not meet the AYP criteria for two consecutive years in the same curricular area. Currently two Title 1 schools Longfellow and Miller could be designated as Program Improvement schools.
