BOE Meeting for August 23, 2005

1. Measure A Fiscal Oversight Committee Udpate

Background: On June 7, 2005 Measure A ($189 parcel tax) was passed. A list of expenditures and committee selection process was presented. Rich Heaps' term is expiring so a replacement is needed. Individuals who like to serve can contact Fiscal services for an application.

2. Measure C Construction Progress Update

Background: In March 2004 Measure C was passed. Staff summarized the comments from the 8/22 workshop.

A special meeting will be held on Tuesday, September 6th to reivew the bid for the new school. The meeting with the Haight community will be held by the Superindtendent and will not be a formal Board meeting.

3. Report on State Budget's Impact on AUSD

Background: Due to a significant decline in enrollment, AUSD was faced with a projected $2,400,000 deficit for 2005/06.

In February, 2005, the Board voted 5-0 to approve 2005/06 Spending Reduction totaling $1,625,000.

In June, 2005, Alameda voters approved Measure A which will provide $3,000,000 in additional funds for AUSD. Subsequently, the Board approved the 2005/06 budget reflecting all of this activity.

The approved District budget was based on certain State budget assumptions. With the passage of the State budget in early July, staff presented a review of the actual State budget impact on AUSD. The overall impact was only a minor $15,000 change to the reserves.

4. Superintendent Search Services Proposal

Background: In April, 2005, former Superintendent Alan Nishino announced he was leaving the district effective July 1, 2005. The Board of Education made a decision to appoint Ardella Dailey as the interim Superintendent for the 2005/06 school year and begin conducting the search for a permanent Superintendent in Fall, 2005.

The school board was looking for a cost effective process that provided flexibility in conducting the search. Initial research on placement services determined that all but one service provider charged full price for their services even if the placement was an internal candidate. The service provider who had a two tiered pricing structure was California School Board Association.

The California School Board Association presented an overview of their services at the last meeting. The Board approved the contract.

Fiscal Implications: Costs $7,800 if an internal candidate is selected and $13,000 for a full search.
