BOE Meeting for October 10, 2006

1. Employee of the Month

Background:Each month the District honors an employee. This month we honored: Tina Kreitz, Teacher, Island High School.

2. Measure C Citizens' Bonds Oversight Committee Report

Background: A report from the Oversight Committee was delayed to another meeting.

3. Appointment of Director Management Information Systems

Item Type: Action (20 minutes)

Background: Patrick Russell resigned in September, 2006. The Superintendent will presented Jess Stephens from Alisal Union School District as the replacement.

The Board approved the candidate.

4. Chipman Middle School Program Improvement (PI) Status Report

Background: Chipman has been designated a Program Improvement school- Year 1, based for not annual measurable objectives two years in a row in English Language Arts with our African American students and Mathematics with our Afro American and Latino students.

The board presentation provided a comprehensive review of the implications of the Program Improvement requirements. Approximately 30% of Title 1 schools are already PI schools. To exit PI, a school must meet AYP target for two years in a row. While the school is in PI, parents may opt out for another school. 20 parents submitted requests for transfer and 6 actually transferred to Wood Middle School.

Fiscal Implications: Action Plan will be addressed with Title I funding

5. Summer School Report

Background: A report on the summer school program was given. Common themes from summer school principals included teacher recruiting, professional development for intervention strategies and class size reduction.

6. FCMAT Special Education Report

Item Type: Information (45 minutes)

Background: In February, 2006, Fiscal Crisis and Management Assistance Team (FCMAT) completed the review of the Special Education Department. The report covered:

  • Program Efficiency and Delivery
  • Staffing
  • Transportation Services
  • Accounting Processes
  • NPS and NPA Services
  • Legal Costs
  • SELPA Reorganization

Rosalind Davenport who started two days ago as the full time Special Education director indicated that will be preparing an action plan at the January 23, 2007 BOE meeting that addresses the 100+ recommendation contained in the report.

7. Approval of CBEST Waiver for Rizaldy Lorenzo, Math Teacher (7th and 8th Grade Pre-Algebra) Wood Middle School for the 2006-2007 School Year

Item Type: Action (5 minutes)

Background: Due to shortage of teachers credentialed in the subject areas of math, Science and Special Education, the Commission on Teacher Credentialing (CTC) has allowed for temporary waivers for certain required components for credenitals in situations of urgency. The CTC reqiures Board approval in order to consider waiver applications. Staff is requesting a temporary waiver approval for approval for candidates waiting to complete and obtain results of the California Basic Education Skills Test (CBEST).

The Board approved the waiver.
