BOE Meeting for November 12 BOE Meeting

1.) Employee of the Month

Background: Each month the District honors an employee of the month. This month we honor Pat Wooten, Office Manager, Franklin Elementary.

Fiscal Implications: None

2.) Sun Cal Presentation of Redevelopment Concept Plan

Background: Pursant to the Executive Negotiation Agreement (ENA) with the City of Alameda Community Improvement Commission (CIC), Alameda Reuse and Redevelopment Authority (ARRA) and City (the City) the Master Developer for Alameda Point, Suncal Companies, submitted a Redevelopment Concept Plan and related documents for Alameda Point on September 19, 2008 for City and community review. Under the ENA, SunCal will have until December 19, 2008 to receive community comments, refine their plans and submit a more detailed and complete draft Master Plan for Alameda Point.

AUSD reviewed the plan and provide the Board provided feedback to SunCal representatives.

Fiscal Implications: To be determined

Superintendent Goal: Goal #2 Align fiscal resources.

3.) East Bay Regional Occcupational Agency Joint Excerise of Powers Agreement for a Regional Occupation Program

Background: In May, 2008 staff made a presentation on why the current Oakland-Alameda Regional Occupation Program needed to be changed. As a result, a new East Bay Regional Joint Power Agreement has been drafted. Staff made a presentation on the proposed changes to the program at the last Board meeting.

The Board approved the new agreement.

Fiscal Implications: None

Superintendent Goal: Goal #1 Improve student achievement.

4.) Alameda Unified School District Action Plans for 2008/09

Background: As part of the Superintendent vision presented in 2006, four goals were adopted:

  1. Narrow and close the achievement gap in English Language Arts and Mathematics between our lowest performing students (African Americans, Latino and English learners, and Special Education students) and our highest performing students
  2. Align the spending plan with educational objectives while ensuring the highest and best use of limited resources and long-term solvency
  3. Ensure all students will be in educational environments that are safe and conducive to learning
  4. Recruit and retain highly qualified and diverse staff and provide systems of support for and recognition of all employees

This past summer the Superintendent worked with Executive Staff and the Board of Education to identify priorities to ensure the support and implementation of the four goals. The 2008/09 action plans presented are divided into three areas: Education Services, Human Resources and Business Services.

The item highlighted major areas of the Action Plan.

Fiscal Implications: None.

5.) Sunshine Proposals – CSEA 860

Background: To start the negotiation process each side needs to submit their proposals for public review. CSEA 860 is requesting all articles be opened.

The Board approved the openers.

Fiscal Implications: To be determined

Superintendent Goal: Goal #4 Recruit and retain quality employees.

6.) Sunshine Proposals – Alameda Unified School District

Background: To start the negotiation process each side needs to submit their proposals for public review. Alameda USD is requesting all articles be opened.

7.) Superintendent Search Update

Background: Superintendent Dailey announced her retirement in early July and her retirement is effective January, 2009. The California School Boards Association has been selected to conduct a search process for a new Superintendent. The Board received a of Noevmber 15report that will be six candidates interviewed the weekend of November 15.

2008 Superintendent Selection Process

September 8 (Lum Elementary) and September 22 (Ruby Bridges Elementary) : Community Meetings

CSBA conducted one on one interviews with selected community and district stakeholders during the day. In the evening, CSBA faciltated broader community meetings at one West End school and one East End School. The purpose of the community meetings was to solicit input about what the Board should be looking for in selecting the next Superintendent.
September 23 Board Meeting
CSBA presented a summary of community input.
October 22 - Application Period Ended
30 candidates have submitted their applications.
November 5 - Interview Candidate Selection
6 applicants were chosen to be interviewed.
November 15 and November 16 - Interviews
The newly elected Board members will participate in the process.
