To qualify Federal grant money, California is removing a legal ban on using the results of student achievement tests to evaluate teachers, under a bill signed into law by Governor. Arnold Schwarzenegger.

The first three months of the new State budget is already experiencing revenue problems. State Controller John Chiang is reporting a $1 billion dollar shortfall. “I urge lawmakers and the governor to prepare for more difficult decisions ahead,” Chiang said.

Reforming State and Local Governance

The Commission on the 21st Century Economy recommendations would have significant impacts on school finances. The California School Board Aassociation  issued a report that analyzed the impact of the Commission’s recommendations.

A labor-friendly CalPERS board offered local governments an incentive eight years ago to boost public employee pension benefits, now called “unsustainable” by some. The California Public Employees Retirement System could not say how many of the 1,800 local government retirement plans had their assets inflated in exchange for increasing pension benefits.

Two Field Polls released this week show growing Californians want state government overhauled and pensions benefits lowered for new public employees.

School District Impacts

By freezing raises for employees, the Chino Valley Unified school board hopes to close in on filling a once gaping $33 million budget hole. The district expects to save $5.2 million by approving a freeze on pay increases awarded to union members for earning supplementary degrees and longevity.

Oxnard Union is considering cutting the school year from the current 183 days to 177 to save the district about $4.2 million.

The Lake Elsinore Unified School District board took action in closed session Thursday to direct its negotiators to address a number of options with unions that represent teaching and support personnel including cutting the school year by five days, laying off more than 150 employees or negotiating unpaid furlough days or pay cuts. Lake Elsinore school administrators have agreed to take nine unpaid furlough days. The furlough days will result in a savings of $466,000, officials said.

Capistrano Unified officials on Tuesday unveiled a series of possible budget cuts totaling $9.3 million that could help the cash-strapped district close an anticipated $25.1 million budget deficit next year. The measures – ranging from wiping out the elementary school block music program to cutting all funding for sports and other extracurricular activities – were presented to the school board Tuesday night to help trustees begin a painful, months-long discussion about how to trim the district’s already pared budget, which stands at $372 million.

Menifee school trustees approved a plan to increase the number of students in some classes, hold off on reopening a closed campus for another year and keep vacant teaching positions open for the time being.

  4. I update my school board website usually about once a week for school board material. Whenever I came across an article or material related to other topics I add them to website. On average I spend about 10 to 15 hours a month updating the website.
