Refinement of Facility Master Plan

Because the bonds will be issued in two series, the school projects will need to be prioritized and assigned to each bond series. Typically, the design cost for all of the school projects is included in the first series of bonds, along with sufficient funds to complete the highest priority school projects. Developing priorities will involve certain strategic decisions including: 1.) weighting based on degree of need; 2.) State funding criteria and policies; and 3.) other practical considerations such as minimizing the number of times a school campus is under construction, or realizing economies of scale be aggregating like projects (paving, HVAC, roofing). This refinement of the Facility Master Plan will require the involvement of the architect(s), cost estimators and the program/construction manager.
