BOE Meeting for October 26, 2004

1. Recognition of Mikhaila Rutherford, International Paralympics Medalist

Background: Alameda High School Junior Mikhaila Rutherford won three gold medals and a silver medal in swimming. at the Internatioanl Paralympic Games held in Athens, Greece. She also set five American records, two Pan-American records and one world redcord in ther events.

The Board of Education recognized Mikhaila for her outstanding accomplishments.

2. PUBLIC HEARING: resolution No.04-3910 Certification of Requirements of Education Code Section 60119 for Pupil Textbook and Instructional Materials Incentive Program Health Books for Grades K-8 for FY 2004-05

Background: The approved the resolution to begin the process to acquire new health textbooks.

3. Measure F Information

Background: In July, 2004, Alameda Unified School District made a request to the Alameda City Council to remove references to Board of Education from the City Charter. As a result city staff prepared a report for the City Council members recommending that Section 11 and references to the City Council replacement process be removed.

In August both the Board of Education and City Council approved placing ballot language removing all references to the Board of Education from the City Charter. (The initiative was placed ion the ballot as Measure F.)

To place the measure before the voters, city staff prepared an analysis for inclusion in the voter information pamphlet. Since both governing bodies operate independently with their own sources of funding, the analysis appeared to be straightforward. The City Attorney Imaprtial Analysis pointed out there was no real fiscal impact and rules for electing the School Board members would be governed by the State regulations. The analysis did not explicitly mentioned that changing the rules governing the election of School Board members would remove term limits for School Board members.

This item was placed on the agenda in order to make the pubic aware of impact to term limits for School Board members.

4. Measure C Modernization Update

Background: Measure C was passed in March 2004. A comprehensive listing of facility needs and tentative facility projects was provided.

An update was given to inform the Board and the community of the status of the facility projects.

5. Approval of 2003-2004 Unaudited Financial Report

Background: The Board approved the 2003-2004 Unaudited Financial Report.

An overview of the 2004/05 deficit was given:
