Council candidate spends record $100,000

Tuesday, October 29, 2004 By Susan Fuller, Alameda Journal

In late financial disclosure reporting, council hopeful Pat Bail loaned her campaign another $20,000, and spent more than $18,000 of it.

Her campaign has a total treasury of nearly $110,000 -- $105,000 in loans from Bail and her husband, and $4,127 in contributions.

The previous record was set by Mayor Beverly Johnson, whose 2002 campaign raised $36,000 and benefitted from $12,000 spent by others on her behalf.

As of Thursday, she had spent all but about $4,000 of her war chest, including late expenditures of $6,200 for mailers, $2,500 to a campaign consultant and $9,400 for newspaper advertising, including $5,200 to the Journal.

Candidates Marilyn Ezzy Ashcraft and Councilwoman Marie Gilmore each reported receiving $3,000 from the Alameda Firefighters. Including $750 in late donations of $100 and $150, Ashcraft has a treasury of about $14,000. Gilmore's total is $18,600.

Ashcraft reported late expenditures of $2,500 for yard signs and $6,700 for literature and postage.

Candidate Ruben Tilos reported his own $175 contribution to his treasury and a donation of $500 from his parents, Benjamin and Florita Tilos. He spent $2,700 for a mailer. His campaign total is $2,300,

Candidates spending more than $1,000 on campaigns are required to report contributions, loans and expenses periodically during the year. Between Oct. 17 and election day, reports must be made within 24 hours of the financial activity.

School, health care district boards

Candidates for school board and the Alameda Health Care District board reported their campaign revenues and expenses as of Oct. 16.

The slate of David Forbes and Bill Schaff for school board has the largest treasury of the six candidates for three seats. They raised $26,600, including $23,000 loaned by Schaff.

They spent $13,000 this reporting period for brochures, including $7,900 to campaign consultant Tramutola Company.

School board candidate Janet Gibson has raised $3,400, including a $2,000 personal loan, and spent $1,760.

The other candidates didn't file financial reports.

Of four candidates for two seats on the board that governs Alameda Hospital, only incumbents Jeptha Boone and Lena Tam filed financial reports.

Boone has raised $5,700, including $1,900 between Oct. 1 and 16, and has spent $3,800. His largest donors were California Emergency Physicians ($1,000) and Alameda Hospital physician Alka Sharma ($500). He reported spending $1,900 for literature.

Tam has raised $7,900, including $1,900 in the latest reporting period, and spent $5,100. Her largest donation was $1,000 from Berkeley medical practice Gastroenterology Associates. She spent $1,900 on literature.
